Finally...

«(...) turn the EU into a super state with little democratic control (...) to ensure the treaty would not allow ethnic Germans expelled from former Czechoslovakia after the second world war to reclaim their property.(...)»

The problem would be the criation of a "super state with little democratic control" or allowing the germans to try to recover what was abruptly stollen from them?
I disagree: it won't (that's not its purpose) create a super state, but a more united/unified union (pleonasm intended), a "27 democracy", a "common democracy" without nullifying neither of them.
As to the germans...the denial of a right (as fundamental as it is viewed the "property right") being at the basis of the unwillingness to sign the treaty says a lot about Presiden Klaus...
